You've seen it, just like I have--the distracted driver, looking at his or her phone. I have also noticed a recent shift in the typical "offender" from teenager to the 50+ crowd. A few years ago it seemed to be an epidemic problem within young drivers. But, recently I have seen all ages texting or fiddlin' with their phone in some distracted and dangerous fashion.

Just yesterday it was released that the National Transportation Safety Board recommends the ban of ALL cell phone use by drivers, except in emergency situations. The board based their decision off of a recent investigation where a 19 year old who was text messaging for a total of 11 messages  preceding a deadly multi vehicle collison in Missouri.
