Shreveport Mayor Adrian Perkins' hearing before the Louisiana Supreme Court regarding his disqualification in the upcoming mayoral race is today at 2 pm and you can watch the proceedings via live stream.

According to the official Louisiana Supreme Court docket, arguments will be limited to 30 minutes for each side.

If you're just now catching up on the drama surrounding Shreveport Mayor Adrian Perkins' bid for re-election and subsequent disqualification, here are the bullet points.

  • When Perkins filled out his notice of candidacy for mayor he listed his address as being on Stratmore Drive in Shreveport.
  • Perkins' voter registration at the time also listed Stratmore Drive as his address.
  • Perkins filed for a homestead exemption on a condo in downtown Shreveport on Marshall Street in 2019.
  • After the three-day qualification period, Perkins changed his voter registration to reflect his Marshall Street address.

Here's the problem... according to Louisiana State Law, Perkins isn't eligible to run. Granted, it's a technicality, but read these statutes that are on the books and you'll see the issue.

§101. Registration to vote; qualifications; more than one residence; presidential elections
            B. For purposes of the laws governing voter registration and voting, "resident" means a citizen who resides in this state and in the parish, municipality, if any, and precinct in which he offers to register and vote, with an intention to reside there indefinitely. If a citizen resides at more than one place in the state with an intention to reside there indefinitely, he may register and vote only at one of the places at which he resides. If a person claims a homestead exemption, pursuant to Article VII, Section 20 of the Constitution of Louisiana, on one of the residences, he shall register and vote in the precinct in which that residence is located, except that a person who resides in a nursing home as defined in R.S. 40:2009.2 or in a veterans' home operated by the state or federal government may register and vote at the address where the nursing home or veterans' home is located.

§463. Notice of candidacy; campaign finance disclosure; political advertising; penalties
            A.(1)(a) A notice of candidacy shall be in writing and shall state the candidate's name, the office he seeks, the address of his domicile, his telephone number, his electronic mail address if available, and the parish, ward, and precinct where he is registered to vote.

§492. Grounds for an objection to candidacy
            A. An action objecting to the candidacy of a person who qualified as a candidate in a primary election shall be based on one or more of the following grounds:
            (1) The defendant failed to qualify for the primary election in the manner prescribed by law.

If you've been following this soap opera then you know that Perkins was disqualified by the case at his original hearing on August 2nd. Perkins then filed an appeal with the 2nd Circuit Court of Appeals which upheld the previous ruling on August 8th.
