Just the mention of the phrase "sex offender," is enough to put most people on edge, but not all sex crimes are the same.  As far as Louisiana is concerned, the authorities break them down into the bad, the really bad, and the absolute worst using a tiered system.  The worst sex offenses earn those convicted of the crime a "Tier-3" status.

What is considered a Tier-3 sex crime?

According to the Louisiana State Police, Tier-3 sex crimes are: First Degree Rape, Aggravated Rape, Second Degree Rape, Forcible Rape, Third Degree Rape, Simple Rape, Sexual battery of a child under 13 years of age, Second degree sexual battery, Aggravated kidnapping of a minor, Second degree kidnapping of a minor, Simple kidnapping of a minor, Human trafficking, Trafficking of children for sexual purposes, Aggravated Incest, Molestation of a juvenile or a person with a physical or mental disability, Purchase of commercial sexual activity from persons known to be a minor, Purchase of Commercial Sexual Activity from a person known to be under the age of 14, Crime Against Nature except when victim is a minor, Aggravated Crime Against Nature involving prohibited relative as victim, and Sexual battery of the infirmed.

Why is this information public?

Because some of the people who have been convicted of one or more of these crimes could be living near you right now.  Since law enforcement officials and legal experts agree that the most serious sex crimes may also carry a high risk of repeat offense - it's best to know exactly who your neighbors are. But it's not just knowing who's living next to you - just think about Halloween!  Do you really want your kids to knock on one of these guy's door when it comes time to trick-r-treat?  I didn't think so.
